Following a national appointment process, Ian Green OBE has been confirmed as the Chair of the newly formed cluster between NHS Staffordshire and Stoke-on-Trent and NHS Shropshire, Telford and Wrekin Integrated Care Boards (ICBs). 

Over the last 15 years, Ian has held Non-Executive Director posts within the NHS, including Chair of Salisbury NHS Foundation Trust, Non-Executive Director of the South-Central Ambulance Trust Board and, more recently, Chair of NHS Shropshire, Telford and Wrekin.

During his time as Chair of the Salisbury trust, the organisation achieved a CQC rating of ‘Good’ for maternity services and some of the highest staff survey results nationally.

Ian’s Chair role in Staffordshire and Stoke-on-Trent ICB will begin 1 November, 2025.

He said: “As Chair, my role will be to ensure that as commissioners of local NHS healthcare, we maximise the opportunities of clustering to deliver our plans and ambitions and continue the improvement in health and care across both systems. New to both organisations, I look forward to getting to know the teams and supporting them as they collaborate to deliver the Government’s new 10 Year Health Plan and achieve positive outcomes for patients and communities across the region.”

David Pearson MBE, Chair of Staffordshire and Stoke-on-Trent ICB, who announced his retirement in July, said: “I am delighted that Ian Green has been appointed to the ICB cluster Chair role – he brings a wealth of experience across both the NHS and Voluntary and Social Enterprise sectors. I wish Ian all the very best as he and the board develop the strategic commissioning function across our geographical area and continue to drive improvements in outcomes for the people within our places and neighbourhoods. 

“Ian will have a hugely important role to play in bringing the two organisations closer together and establishing a robust and effective partnership that will be key to the successful delivery of a challenging financial plan and the ambitions of the Government’s 10-Year Health Plan for England.”

Dr Paul Edmondson-Jones MBE, Interim Chief Executive of Staffordshire and Stoke-on-Trent ICB, said: “I’m delighted Ian is joining us to share his wealth of insight, knowledge, and expertise with both organisations as we continue working closely together for the benefit of all patients. 

“We want to make sure we’re offering local communities across the cluster the very best health and care services we possibly can. With his help, our teams will build on our joint best practice and move forward to deliver the NHS 10 Year Plan on the strongest footing.”

Under the clustering arrangements, both Integrated Care Boards will remain separate statutory organisations but will increasingly operate with a single management team. This approach will enable shared innovation, best practice, and a unified focus on improving outcomes for the populations they serve.
